no, fat cannot generate like that at all regardless of diabetes. If you use sharp needles there should be very little tissue damage.
overusing injections sites does cause lumps under the skin that will go away if you use different injection sites.
Fat doesn’t generate where you inject but if you use that area too much, you can get a build up of insulin underneath the skin which gives the illusion of fat.
